Not true! BookManager softcopy books can be read via any web browser. (For an example, see IBM's public library server for z/OS publications at http://www.ibm.com/systems/z/os/zos/bkserv/v1r9books.html.) We use this technology this for our intranet as well.
There are numerous accessibility solutions that process HTML. In fact, there are many more for HTML than for PDF.
