DFDSS will only move files when it can get exclusive access to the
files. I think TDMF or FDRPAS will "move" files while they are in use,
but only to like sized volumes. I think that TDMS and FDRPAS work like a
mirror-ing controller, updating both DASD units simultaneously. But this
does require identical device geometries. That said, they may support
moving from a -3 to a -9, but not a consolidation of 3 -3s onto one -9.
That is simply not possible (justwatch somebody will prove me wrong!)
