You don't even need to read between the lines. RFC 2821 explicitly shows
optional FWS and CWFS for all of the fileds that I sport checked,
including References:

references      =       "References:" 1*msg-id CRLF

msg-id          =       [CFWS] "<" id-left "@" id-right ">" [CFWS]
