Such programs can support literally hundreds of thousands of  
simultaneous allocations.
 
They can also do I/O without any allocation, TIOT entry, DD statement,  
enqueue, open, etc.  All they need is a UCB address, some CCWs  somewhere, and 
about 150 bytes of ECSA.
