Victor, 34.18 is "service level" of SMP/E. The version is SMP/E Version 3 Release 4. 3.1 is quite old - came with z/OS 1.2
BTW: It is possible to have newer SMP/E than originally released with the given system level. In simpler words it is possible to upgrade SMP/E without system upgrade. BTW2: I believe that any software can be installed using newer SMP/E than required (with exception to veeeeery old stuff). So, why worry ?
