In the User's Guide, from looking at the railroad syntax diagrams, it looks like OVERLAY with OVROTATE can only be a subcommand on the FORMDEF N_UP, COPYGROUP N_UP, FORMDEF PLACE, PRINTLINE, LAYOUT or XLAYOUT commands.
