I agree, this looks like a good source for the desired information. Searching IBMLink turned up a few APARs surrounding the use of this field. In particular, the following text from OY61902 reinforces the (probably already obvious to you) idea of holding the CPU lock while obtaining information from your LCCA:

"For SRB mode, the MEDIA MANAGER gets the TCB address from the
LCCA in enabled mode, which means that the MEDIA MANAGER could
be dispatched on different processors (hence different LCCAs)
between the time a pointer an LCCA is established and the time
the [TCB address] is actually extracted from the LCCA."

And ...

"ABEND0C4 in IGWBITX1 at offset '37E' (HDP3320 UY82156)
occurs when IGWBITX1 attempts to load using invalid TCB pointer
obtained from LCCAPGTA while running in an MP environment."
