The only issue with allowuserkeycsa=yes is that you forego the protection of disallowing it. It's been allowed 'forever' until recently. There used to be no external control at all. Now the control defaults to 'no'.
We have to run with 'yes' on several systems because of some old software
that we cannot fix. If you're going with 'no', do it carefully system by
system. As long as you get no abends from normal operation, you're better
off with the control in place.
