Not a bad idea, but remember there was little programming / development
effort involved with ALLOWUSERKEYCSA=NO support because it had 
already existed as an undocumented DIAGxx trap since OS/390 1.6 
as TRAPS NAME(IgvNoUserKeyCSA).
