In answer to the OP: I heard it as "authorized" at least back to the 80s if not the 70s. Until your post, I had never heard "applied".

I know it is really a three-banded
South American armadillo (Tolypeutes tricinctus).

I was a bit surprised the first time I saw it in a crossword puzzle many years back.
