I don't believe that this is possible. Since DSNUTILB is defined in the PPT as running in KEY 7, and TSO runs in KEY 8, there isn't a way to make this work. There were (may still be) some "tricks" that could be used to get DSNUTILB to be attached, however, these tricks do not work from TSO.
