I absolutely agree. In addition to "more maintainable", I'd add "supported". So why is the original requestor looking into the details for SVC 27? How about starting with what problem they're trying to solve? Perhaps there is an alternate interface (such as the catalog search interface) to get the data that is being sought (whatever that data is).
