The Model 75 was the smallest machine that implemented the System/360 instruction set in hardware, so it was correspondingly expensive.

Let's not forget the 360/44. Except for the LM/STM/BXLE/BXH and Commercial Feature, it was a hardware-based instruction set. Implementation of the Commercial Feature was, and is, a whole different discussion.
