OA18496 affects HBB7730 and higher. It caters for the STCK time changing during IPL processing for systems running in LOCAL timing mode. This occurs when OPERATOR PROMPT has been specified in CLOCKxx and a reply is made to IEA888A changing the UTC time. A LOCAL time timezone change would not change STCK time. This means issuing SET CLOCK or SET TIMEZONE to change the LOCAL time does not cause OA18496.
OA18496 will not occur for systems ETR timing mode, STP timing mode or SIMETRID as in these cases the TOD clock cannot be changed during IPL. It is only for the case where IEA888A is issued at IPL to and a reply is made to change the UTC time backwards. IEA888A is issued at IPL when ETRMODE NO and STPMODE NO and OPERATOR PROMPT are specified in CLOCKxx. It is also issued when the system comes up in LOCAL timing mode as the ETR or STP facility is not usable. I will ask to the APAR description to be changed to clarify the z/OS levels affected and also when it applies.
