If I Recall Correctly (IIRC): Create an OMVS set of couple datasets. The job you used to create the other ones can be used with the addition of the BPXCMDS data type definitions.
Activate the new BPXCMDS data type using the XCF operator commands. Run jobs BPXISYSR and BPXISYSS to create the SYSPLEX Root and individual system root HFS datasets. The symbolic links will be created also with these jobs. Change your BPXPRMxx member to add the mounts for the SYSPLEX root and system root. Also change the mount for the old root to mount on the $VERSION mountpoint. The VERSION is specified in the BPXPRMxx member along with the SYSPLEX(YES) option. IPL one system with all this in place. IPL next system when ready. Those are pretty much the primary steps.
