The first, and I think most important, reason is: it's supported.
A more significant reason is that most USS processing is now for
Tn3270 rather than VTAM.   The network solicitor now would have
to sit between Tn3270 clients and a Tn3270 server.  Those probably
exist but I don't think they are common.
