I'm not a big fan of PAGEDEL; the PDSN has to drain before it can be removed.

Not required. z/OS can handle bad PDSNs & slots.

In a properly planned environment, neither should be required.
If you're concerned about having enough pagespace for a sudden spike, put it in 
and keep it in.
