You would want to PAGEDEL before using TDMF to swap the volume to
another device address.

If I read the bit about PAGEDEL correctly it occurs to me the ESQA issue
is minimised if the data set to be removed is empty (or almost so) at
the time the PAGEDEL is issued. It strikes me one wouldn't typically
remove a data set at a busy time. So I'm wondering if this is a big
deal.

Or is this more a case of having to remove the data set in a hurry
because it's bad?

Not being an operator I'm not sure of exactly when PAGEDEL is used. 
PAGEADD is MORE my cuppa tea. :-)

Actually I'm wondering if this sort of thing biases one towards
PERMANENT provisioning of paging space rather than "just in time". So
one would keep a lot of spare space online just for e.g. the "big dump"
case.

I'm not REALLY sure I should add material on this to the beachhead my
Paging foils have made into my "Memory Matters" presentation. "Less is
more"? :-)
