we in fact have a in-house production "utility" that does exactly that kind of looping suggested - except that we have the number of seconds to loop as a parm on the exec card - not exactly a guarentee, but changing a parm on an execute JCL is easier than re-writing a rexx or assembler ... (and avoids the one-size fits all scenerio)
