Consider using the IBM z/OS IDCAMS utility function DCOLLECT which calls the 
IBM-standard interface ARCUTIL in order to read the MCDS for you.  
DCOLLECT options can limit the information being processed/generated, as you 
desire.

The output file then can be read by a user program, or if you are licensed for 
DFSORT, consider using the IBM-supplied report programs (thanks to Frank 
Yaeger's team!).

And, as was mentioned before, if you are licensed for SAS on mainframe, it's 
likely that your site is also (or most definitely should be) licensed for the 
MXG 
software from Merrill Consultants http://mxg.com/ which also provides 
functionality to read and decode the MCDS information using the 
DCOLLECT/ARCUTIL utility output.
