Not quite. Modules link edited with RENT were loaded into SP252; the RENT
flag was irrelevant. At some point, Contents Supervision started using
SP251 for modules not fetched from an APF concatenation.

Later on the BINDER started forcing RENT when you specified REFR. I'm not
sure whether that applies to load modules or only to program objects.

BTW, does REFRPROT apply only to APF concatenations?
