Perl provides both data manipulation and statistical functions and, off the mainframe, is used to manipulate data before processing with R. It's part of the ported tools for USS www-03.ibm.com/servers/eserver/zseries/zos/unix/perl/index.html . It is nowhere near as fast as SAS but it is free and has a wide user base.
