first of all: you are right, z/OS 1.4 doesn't run directly on z10. We have a
customer in Germany with the same request. But z/VM is an option, at least
z/OS 1.4 (newest PTF level only!) boots fine on z/VM without any problems.
We did not go into detailled tests, but we will definitely in the next
months.

Of course, we would recommend to go to 1.7 (or 1.9) anyhow before moving to
z10, especially if they don't have z/VM in the shop yet. Better to invest
into z/OS migration instead of setting up z/VM.

  The format of the MP adjustment factors (supplied by the STSI 
instruction)
changed in the z10, and without an SRM PTF to support this change you get 
0C9 abends.  I don't think VM would have any reason to virtualize
the MP adjustment factors, so my guess would be that running under VM
would not avoid this problem.
