IEBCOPY does not delete members, it replaces, or adds new. Over time, modules some become stranded as load module names change. Since we have a bunch of product load modules in a common library, with IEHPROGM we can be sure we get all of the old modules out and that none of the new modules names conflict with others already there. IEHPROGM also works fine with DISP=SHR.
