IGVDGNPP is not a supported program, but has been disclosed to vendors for
diagnostic (not production) purposes.

It does not "cause' references to low storage to fail.
It helps if someone picks up an undefined PSA field and uses that as a
pointer. Then the value "primed" by this program is likely (but not
guaranteed) to result in a program exception.
