Because up to a decade ago there used to be two different kinds of MVS catalogs, ICF and VSAM, and because of differences in allowed command syntax two different AMS manuals, "AMS for VSAM Catalogs" and "AMS for ICF Catalogs". Now that the ancient VSAM catalogs are gone and only ICF catalogs remain, there is only one version of the AMS manual and someone who wasn't thinking clearly only dropped the "ICF" from the title and left the "for Catalogs", making the title highly misleading. From the user's perspective AMS deals more with datasets than with catalogs.

Even knowing the historical evolution, my first reaction on seeing the new name was that this was intended to be the manual describing how to use AMS to Manage and Recover Catalogs, but that is a totally different beast.
