For a message with as many possibilities as ICH408I has, I'm not sure what
you would have wanted instead, given such a general search term?  I would
probably have used 
  LOOKAT INSUFFICIENT ACCESS AUTHORITY

I'll admit, though, that they don't make it obvious that you can use
something other than a message number as an argument to LOOKAT (at least via
the web).

In any case, if you want something different I suspect it's going to be
viewed as a request for enhanced function, not as a bug.
