Here's what I get when I enter my userid and password on the internet
IBMLink site.

Forbidden
You don't have permission to access /w3c/ibmlink_apology_page.html on this
server.
Additionally, a 403 Forbidden error was encountered while trying to use an
ErrorDocument to handle the request.

According to the IBMLink help desk 800-543-3912, this is a scheduled
outage.
Of course, VM IBMLink is up and running....
