For whatever reason (I'm not trained in RACF), despite the fact that the MQQUEUE class is not RACLIST'ed, I had to do a SETR RACLIST(MQQUEUE) REFRESH, followed by the MQ REFRESH SECURITY(MQQUEUE) command.
