We will be going through this same process. 3 M3 to 1 M9. We are looking at using FDR PAS to do this for us. I am not sure of any other utility that can do it.
If the M9 is in a pool, you could just copy the datasets to the new volume with DFDSS. Did you vary the device offline/online and refreshed SMS?
