Which manual? If it was a Unix manual then it's a Unix command and thus
not directly available at the READY prompt. What happens if you go into a
Unix shell[1] and issue the OGETX?
Do SYSEXEC and SYSPROC have everything that they should?
[1] Is that available from TSO batch?
