Tommy, Do you have the storage group AUTO MIGRATE set to YES in ISMF?
IIRC, Backup and migrated datasets are deleted based on management class values and ARCCMDxx settings for SMS datasets. For non-SMS, read up on EXPIREBV for dataset backups.
