I'm using the WS_FTP Professional client. It supports FTP with TLS and
client certificates (it also supports FTPS (the SSH variant), by the
way). It has two drawbacks, though:
1. it is not free
2. it does not support the MSCAPI and the Windows certificate store so
you have to import all client and CA certificates into its own
certificate store. A PITA for a large-scale rollout.
OTOH, the WS_FTP Pro deals quite nicely with a z/OS FTP server, with MVS
data sets as well as with z/OS UNIX files.
