I smell a familiar stench.

Seems like a political ploy to gain support for bringing 
in offshore labor to do all that COBOL coding because those 
"COBOL programmers are hard to come by these days".  

The degree of BS just keeps gettin' PHD (i.e. Piled Higher & Deeper).
