I understand it as a nonsense, rubbish.
It's like vehicle running 55mph/day.

One can say the task is consuming 500 MIPS, but not 500 MIPS a day.
Explanation: Let's assume 5000 MIPS LPAR and task consuming approx 10% of CPU. Or 2500 MIPS LPAR and 20% of CPU.

BTW: I would consider average CPU consumption as irrelevant. There are free MIPS when machine is not 100% busy. What's important is CPU consumption at peak time.
