Explain what?

Although starting from common roots, the values are gathered, reduced, and 
presented in different ways. Generally, SDSF is a point in time snapshot where 
the RMF reports show averages over time.

Subject: Percentage of Time the CPU is busy

When I looked at  the CPU usage in the "Display Active" panel from SDSF  
for SYSP1 LPAR. it is CPU/L 91/84.  The mean CPU/L/Z  91/ 84/ 0  is: Percentage 
of time the CPU is busy, MVS, LPAR and ZAAP views.

How can we  explain that according to the below RMF values?
