Mark, I've found that training and frequent usage of the HMC reducing confusions.
However some safe guards would be: 1. Change the PASSWORDS for all users other than OPERATOR. 2. Lock the IPL Profiles. Forces a "DO YOU REALLY WANT TO IPL PROD" moment. 3. Prepare HMC Documents and procedures. 4. Allow changes of the LOAD ADDRESSES and LOAD PARMS only.
