Reentrant programs from authorized libraries loaded into subppol 251. All other programs are loaded into subpool 252 which is NOT fetch protected. Perhaps using CEE.SCEERUN as STEPLIB/JOBLIB looses the status of an authorized library. Unfortunally also just a guess without a dump.
Verify if the program with the DCB/DCBE is loaded into SP251 or SP252.
