If your site has restrictions on entering Commands via inline jcl or Console is not authorized for REXX, the other option is to write your own MGCR or MGCRE assembler program to read and process commands. This method would require your program to be APF authorized and you would need to do a modeset to get into Supervisor State, Key Zero.
