The "free" MCNVCAT is no longer available & is being replaced by a "fee" (I 
suppose so, while it belongs to the 5698-A96 product) GENERATE.
Use the GENERATE command to generate IDCAMS control statements, based 
on existing records in the specified BCS(s). This command is a complete 
replacement for the IBM utility, MCNVTCAT, which is no longer available.
