Zhang,

The SPILL storage group is the second SG that you assign in your ACS
routines with:

*WHEN(&HLQ    = &IMSDB)         SET &STORGRP = 'SGIMSDB','SGSPILL'*

This the "overflow SG" as you named it earlier, used at allocation time.
The "Extend SG" is used to extend an existing dataset if the current SG
does not have enough free volumes.
