IKJEXEC only caches if loaded from SYSPROC (not SYSEXEC) and
application level (ALTLIB) libraries.   

To the OP:

I've used LLA for other libraries (like ISPF panels for example).

Have a look at the MVS Initialization and Tuning reference, the TSO/E
Customization manual and of course search the archives, there is plenty
of information on this subject.   I think there have also been some
SHARE sessions on conversion to using LLA/VLF instead of PMO/Quickfetch.
