Bob, There are multiple reasons why a pending release volume will not be set 
to scratch status, including:
- expected to be in TCDB, but is not
- system managed, but library not available
- CDS and catalogs are synched but you have not run EXPROC on the correct 
system
- volume is neither in a library nor its home location 
- .....
