I can see a use for it if he still has applications that require local
3270's or if he isn't allowed to reconfigure the TN3270 server.

You could certainly write a 3270 pass-through CMS application to allow
access to TSO from a terminal logged on to CP. I don't know whether that's
available off the shelf, but others have done similar things.
