I'd say that a first phase should be to put out an I level message
suggesting the use of the new units, continuing to interpret
REGION=16385K as REGION=16385KI. Any new keywords should use the new
units from the get go.

No worse than giving disk sizes in units of 1,024,000 bytes :-(
