"Security and System Management?"  Not exactly intuitive....

As to the need for the "independent license", that's probably due to the
way IBM's fulfillment system is designed.  We had to go thru the same
process for Java 5.0, SMP/E 3.5 (on z/OS 1.9), XML Toolkit, and every
other no-charge product we've acquired that was not part of our
previously installed portfolio.
