In any multi-system sysplex environment, there should always be at least one system active. That means that there is always SMCS console support in VTAM. And having zero NIPCONS defined in IODF, means that when you IPL a system from HMC, you can see all related messages on the same screen. No need to go find that other NIP console. I find it very difficult to even consider justifying unneeded expenditure.
