The problem is very easily solved by keeping the JCL "PROCS" on CMS and simply including them "inline" in the JCL that is built by EXECS and then the kit and kaboodle is spooled/tagged for the correct MVS system. If somethign needs to change in the "proc"... we change the file on VM and we're done. No propagating libraries from one system to another etc etc. Thank you to all who participated in this discussion.
