So what is in your customization / configuration table?  I get ISREDDE2,
not ISREDDE3 (which has the correct attribute bytes).  Perhaps you 
get ISREDDE2 for edit when &ZHIDEX is set to "N".   

Also check where you are picking up ISPCFIGU from (is it where you expect).
