To test the "cheap printer" theory, conceivably you could drive the printer
using a standalone JetDirect-style network print server
(ethernet-to-parallel or ethernet-to-USB) and see if you get some different
results. That'd probably isolate the problem to the printer's in-built
JetDirect-like server.

Is it possible something (firewall, router) is blocking UDP? And/or port
9101? I guess some printers need that/use that.
